A summary of Local Government in Economic Development

There are effectively four roles for local government in economic development i.e.

  • Facilitator
  • Coordinator
  • Facilitator/Promoter
  • Entrepreneur/Developer
The focus for Goulburn Mulwaree Council is at the Facilitator/Promoter end of the spectrum rather than being directly involved as a Entrepreneur/Developer.

Acting as an Entrepreneur/Developer will only be considered as a last resort and only following close examination of the feasibility.

In this context Council has developed several specific responses to economic development i.e.
  • Commercial/Industrial Information Pack
  • Industry Development Information Brochure
  • Industrial Land Register
  • Establishes a Case Manager to deal with initial inquiries, establish contacts (internal and external to Council) and help identify incentive packages that may be available.
  • Establishes Project Teams to facilitate development assessment.
